Design Achievement – Los Angeles County is taking a giant step forward as a leader in juvenile corrections and treatment as reflected in Campus Kilpatrick. This project is a model for future facilities in the county, state, and the nation with policy endorsement from the California Children's Defense Fund and the California Wellness Foundation. All stakeholders in the process – Probation, Education, Mental Health, and the Department of Public Works – actively contributed to this new paradigm for juvenile justice that focuses on "care and custody" and moves away from "custody and control" as the primary objective. DLR Group’s design focuses on treating youth offenders based on a small, safe, youth oriented, and community focused model. The new rehabilitation center implements individual and small group treatment in a holistic manner to address the mental, physical, emotional, and educational needs of youth in residence, as well as continuing after-care upon return to the community.
Scope Summary – This 65,000 SF, 120-bed replacement juvenile facility included housing and program space for moderate to high-risk juvenile offenders. The 25,000 SF housing units of five living units with open dorm-style housing contained two semi-autonomous dorms of 12 residents each along with laundry, administrative support, and counseling. The facility also created offices for probation staff; security administration with conference rooms, central control, communications, intake/release/ transportation, and public waiting; staff support spaces with sleeping rooms, restrooms and showers; and medical/mental health services with nursing stations and medical observation. The support/educational space encompassed a comprehensive high school for both vocational training and college bound students. DLR Group provided planning, design, interiors and engineering services.
