Design Achievement – Los Rios Community College District is currently executing a long range capital plan aimed at actively expanding the use of localized educational centers, such as the West Sacramento Center Campus. This strategy provides greater educational access for students in outlying communities while reducing the time and expense for students to travel to a main campus. DLR Group’s master plan will transform a previously underused site into a cohesive hub, joining urban education and civic activity in the heart of Sacramento’s central business district, directly across the street from City Hall. A priority of the master plan was the replacement of the existing student educational space in a modest, inadequate commercial office building, with new academic lecture and learning lab spaces. A new 3-story, 25,600 SF classroom building extends out to the sidewalk to engage the public, maximize site utilization, and enhance the local urban character. A through-lobby accommodates mass transit and pedestrian traffic from the street and library, and from a neighboring community center. An extended canopy welcomes pedestrians and signals the entry at both north and south entrances. Outdoor courtyards, which also help to organize pedestrian and vehicular circulation, provide non-programmed spaces for people to connect, orient, interact and develop a sense of community.
Scope Summary – The scope of this project encompassed design and multi-phase construction of an 80,000 SF community center. Phase 1 features this 3-story 25,600 SF building that houses 10 classrooms, an administration area, and a student E-lounge. The final build-out will deliver a mixed-use, collaborative development between the Los Rios Community College, the City of West Sacramento, and Yolo County, all of which are major stakeholders in the revitalization of the City’s central business district. In addition to the 80,000 SF of academic use, the DLR Group overall master plan also includes a 20,000 SF community center by the County of West Sacramento, an 18,000 SF Yolo County Library, a mass transit node, a 250 car parking garage, and retail shops.
