Design Achievement - The Oregon Youth Authority (OYA) transforms the lives of the youth each day. DLR Group and Chinn Planning assisted OYA to envision new criteria for how youth should live, learn and heal. The resulting Master Plan and Phase 1 concept plan provides improved facilities across 9 OYA campus locations resulting in physical environments that support OYA’s ongoing implementation of the Youth Reformation System and Positive Human Development (PHD) initiatives for youth and staff. Critical to this effort is the new East Campus Housing for the MacLaren Youth Correctional Facility. DLR Group’s designers are explored and implemented PHD design elements at all scales including a community sub-campus with landscape zones for gathering, recreation and quiet reflection, building orientation for views and daylighting, small group interactions, natural and native materials and environmental graphics to break the repetitive nature of the prototypical floor plans. Staff safety and success is critical to youth success. Daylighting, clear site lines, ability to supervise and ability to manage movements and events safely are addressed in the design. Most importantly, the ability and opportunity to interact one on one with youth in this new and normative environment creates the desired results for OYA.
Scope Summary - The scope of this project includes six housing buildings for a combined total of approximately 35,000 SF. These are designed to be the most durable and secure housing facilities within the OYA system, but must also lead the way for PHD implementation above and beyond the key tenant of safety and security. PHD concepts for the unit designs include individual sleeping rooms with windows, desks and shelves and an interactive art wall for youth expression. Day room and multipurpose areas have expansive pastoral views to alleviate the feeling of being closed in. An exterior courtyard within the secure housing zone allows youth to step outside during free time. All youth and staff spaces receive significant daylight. DLR Group provided planning, mechanical, electrical, structural and interior services.
