With a consortium of 20 local emergency dispatch partners, Lake County envisioned a single, multi-agency emergency communications center to better serve its communities. Our design for the new Regional Operations & Communications Facility consolidates the county’s 911 Dispatch, Emergency Operations Center, and Emergency Management Agency offices to enhance service delivery with improved reliability, efficiency, and transparency. Real-time interagency communication during public safety incidents significantly improves response times, enhances service delivery, and strengthens collaboration during critical activations.

Built for Partnership

The 37,400-SF regional complex houses a consolidated 911 Dispatch/Public Safety Answering Point, Emergency Operations Center, County Emergency Management Agency offices, and associated dispatch partners. While maintaining the highest standards of security, our emergency facility design maximizes natural light and views, delivering a secure yet open environment. Clerestory windows leverage daylight for stress mitigation while still prioritizing functionality in the screen-rich operations environment. Deep recesses around the windows diminish the scale of the space, making it feel safe and comfortable.

Hardened for Resilience, Net-Zero Performance

The hardened facility is designed to withstand a direct hit by a tornado, resisting wind loads of up to 250 mph, and provides an ICC 500 Storm Shelter. Designed for net-zero energy, the facility uses real-time tracking to monitor solar and geothermal energy production and overall energy use.

DLR Group provided programming, architecture, interior space planning, and construction documentation as associate design architect in collaboration with Architect of Record, Wold Architects.
