Rising Recovery Center Delivers Critical Public Health Infrastructure

(San Rafael, Calif., April 22, 2026) – Marin County officials, alongside project partners DLR Group, McDeavitt Construction, Dovetail CPM, and treatment services provider Buckelew Programs celebrated the ribbon cutting of the Rising Recovery Center, a new 15-bed, short-term residential treatment facility designed to support adults experiencing substance use and co-occurring mental health conditions.

Rising Recovery Center serves Marin County residents with little or no income and fills a critical gap in the county’s behavioral health care continuum. The program focuses on stabilization, recovery support and skill-building to help clients transition into sober living environments, supportive housing, or independent living.

The center transforms a former decommissioned City of San Rafael fire station into a community-based behavioral health facility. The project expands and repurposes the existing structure with a new residential addition, resulting in a supportive and dignified environment for recovery. The design includes shared communal spaces and a dedicated bedroom wing, balancing group programming with privacy and personal security. Interior spaces feature a skylit group therapy room, dining room, open kitchen and great room, along with a landscaped outdoor patio to support connection to nature and social interaction.

“Rising Recovery Center addresses a critical need in Marin County by expanding access to residential treatment for residents who too often face barriers to care,” said Todd Schirmer, director, Marin County Behavioral Health & Recovery Services. “This project reflects our commitment to meeting people where they are, strengthening recovery programs, and investing in facilities that support long-term health and safety for our community.”

Chris Kughn, chief executive officer of the service provider for Rising Recovery Center, Buckelew Programs, said the new facility improves access to care for those most in need in Marin County.

“Rising Recovery Center represents an investment in people and pathways to recovery,” Kughn said. “This space allows us to deliver evidence-based care in an environment that feels safe, welcoming and residential, not institutional.”

The project was funded by a $7.9 million Behavioral Health Continuum Infrastructure Program Round 5 grant, awarded to Marin County Health & Human Services by the State of California. BHCIP provides capital infrastructure funding to expand and transform the state’s behavioral health system targeting various gaps in the state’s behavioral health facility infrastructure.

Designed to achieve LEED Silver certification, the facility incorporates sustainable features including a rooftop photovoltaic array, high-efficiency HVAC systems, skylit interior spaces and drought-tolerant landscaping.
